Obama nominates Congressman for housing post

WASHINGTON (AP) ? President Barack Obama acted Wednesday to fill two top regulatory posts, tapping a veteran Democratic congressman to lead the Federal Housing Finance Agency at a pivotal time for the housing market and naming a top campaign fundraiser and former lobbyist to head the Federal Communications Commission.

Rep. Melvin Watt, D-N.C., would oversee the government-controlled mortgage lenders Fannie Mae and Freddie Mac just as the industry is beginning a comeback. He would succeed Edward DeMarco, an appointee of Republican President George W. Bush. DeMarco's refusal to allow Fannie and Freddie to reduce principal costs for homeowners at risk of foreclosure made him a target of housing advocates, liberal groups and Democratic lawmakers.

Watt, 67, has spent 20 years in the House, all of it on the Financial Services Committee, which oversees federal housing policy. Introducing Watt at the White House, Obama said the Charlotte-area congressman had led efforts to rein in unscrupulous mortgage lenders, protect consumers from the kind of risk-taking that led to the 2008 financial crisis and has championed increased access to affordable housing.

"Mel understands as well as anybody what caused the housing crisis," Obama said. "He knows what it's going to take to help responsible homeowners fully recover."

Watt's selection was praised by housing advocates, liberal groups and lawmakers in both political parties.

Tom Wheeler, former head of the Cellular Telecommunications and Internet Association, and the National Cable Television Association, would become the nation's top telecommunications regulator. He has been a venture capitalist since 2005 and he raised more than a half million dollars for Obama's re-election, according to data provided by the campaign.

Wheeler would replace Julius Genachowski, who announced his resignation in March. Obama spoke effusively on Wednesday about Genachowski, his pal from their days together at Harvard Law School.

Obama also sought to allay any concerns that Wheeler would be unable to effectively regulate an industry he once represented, saying Wheeler has spent more than 30 years at the forefront of dramatic change in a "communications universe that is growing and changing faster than you can tweet."

"He's like the Jim Brown of telecom, or the Bo Jackson of telecom," Obama joked, comparing the slender, bespectacled 67-year-old to the two former professional athletes. "So Tom knows this stuff inside and out."

Senate confirmation is required for both posts.

Obama said he would nominate FCC Commissioner Mignon Clyburn, a daughter of Assistant House Democratic Leader Jim Clyburn of South Carolina to lead the agency until Wheeler is confirmed.

Watt's nomination comes at a crucial time for Fannie Mae and Freddie Mac, which were rescued by the government at the height of the financial crisis in September 2008 as they neared collapse from losses on bad mortgage loans. Taxpayers spent about $170 billion on the rescue but so far have received about $55.2 billion in repayment.

Fannie and Freddie together own or guarantee about half of all U.S. mortgages, nearly 31 million home loans worth more than $5 trillion. Along with other federal agencies, they back roughly 90 percent of new mortgages.

Recent economic data shows the housing industry beginning a comeback since plunging into a depression during the financial crisis. Home prices are up, foreclosures are down and housing construction is rising. Moreover, Fannie Mae had its biggest yearly profit last year, earning $17.2 billion.

Meanwhile, a Congressional Budget Office report released Wednesday found that principal reduction for struggling borrowers by Fannie and Freddie would result in savings to taxpayers of up to $2.8 billion. It also would reduce mortgage defaults by between 18,000 and 95,000 and give a slight boost to economic growth, the report said.

Watt, a senior member of the House Financial Services Committee and former Congressional Black Caucus chairman, played an influential role in the passage of a financial regulatory overhaul in 2010. That legislation, however, did not address the fate of the major mortgage lenders, an issue likely to be revisited during Obama's second term.

In fact, two Republicans ? Sen. Bob Corker of Tennessee and Rep. Jeb Hensarling of Texas ? called on the administration to present a plan to overhaul the country's housing finance system.

"This gives new meaning to the adage that the fox is guarding the henhouse," said Corker, who sits on the Senate Banking, Housing and Urban Affairs Committee, in a written statement. "The debate around his nomination will illuminate for all Americans why Fannie and Freddie failed so miserably."

Corker said the administration should "explicitly lay out" its plans for dissolving Fannie and Freddie before the committee considers anyone for the FHFA's top job.

The administration presented such a plan in 2011, with the goal of shrinking the government's role in the mortgage finance system, but Congress has yet to decide on how to limit federal involvement.

Republican Sen. Richard Burr of North Carolina endorsed Watt, saying he looks forward to working with his former House colleague to encourage more involvement by the private sector in the housing and mortgage markets.

"Having served with Mel, I know of his commitment to sustainable federal housing programs and am confident he will work hard to protect taxpayers from future exposure to Fannie Mae and Freddie Mac," Burr said in a statement.

Treasury Secretary Jacob Lew said the administration still wants to work with Congress on overhauling the mortgage finance system.

Watt is the latest African-American and the second North Carolinian nominated to top government jobs this week. On Monday, Obama tapped Charlotte Mayor Anthony Foxx to become transportation secretary.

Philadelphia, Pa. (May 01, 2013) - If your contact lenses are causing you discomfort, simply switching to a different type of contact lens or lens care product may bring improvement, reports a study, " Effect of Lens and Solution Choice on the Comfort of Contact Lens Wearers", appearing in the May issue of Optometry and Vision Science, official journal of the American Academy of Optometry. The journal is published by Lippincott Williams & Wilkins, a part of Wolters Kluwer Health.

"Ocular comfort and symptoms in symptomatic contact lens wearers can be perceptibly improved by switching to an alternative contact lens-lens care product combination," write Daniel Tilia, BOptom (Hons), MOptom, of Brien Holden Vision Institute, Sydney, and colleagues. Their study provides scientific support for a clinical approach commonly recommended by eye care professionals.

Experiment Tests Common Approach to Contact Lens Discomfort

The study included two groups of contact lens wearers: 24 patients who had discomfort related to their contact lenses at least part of the daytypically toward the end of the dayand 13 without symptoms. In random order, patients were assigned to use two different contact lens/lens care product combinations.

Based on previous studies, the combinations were ranked as providing the best (combination 1) and worst (combination 2) performance in terms of end-of-day comfort. Patients used each combination for eight days, without knowledge of which combination they were using. They then rated contact lens comfort and other symptoms during the two periods.

Patients with contact lens-related symptoms rated combination 1 more comfortable than combination 2. After eight hours of wear, the difference in ocular comfort (on a 10-point scale) was small but significant: 7.7 for combination 1 versus 7.1 for combination 2. Patients in the symptomatic group also rated combination 1 superior in reducing dry eyes and awareness of contact lenses in the eye.

In contrast, for patients who did not have symptoms before the study, there were no significant differences in ratings of the two combinations. For this asymptomatic group, scores were about the same with either the "most-comfortable" or "least-comfortable" combination.

Switching Improves Symptoms in About Half of Patients

Ocular discomfort is a common complaint among patients with contact lenses, and may contribute to the relatively low percentage of people wearing contact lenses for vision correction. "Properties of the lenses, organic deposits on worn lenses, and even the properties of the solutions used to clean lenses, are often blamed for this," comments Anthony Adams, OD, PhD, Editor-in-Chief of Optometry and Vision Science.

Eye care professionals will often switch the contact lens, type of lens care product, or both, in an attempt to improve comfort. However, it has been unclear how well this common approach works. "Clinicians and researchers are always trying to achieve comfort levels comparable to not wearing contact lenses," Dr Adams adds.

The new study was designed to evaluate the amount of improvement that might reasonably be expected by switching contact lenses and lens care products. The results indicate that "roughly half" of patients with contact lens-related symptoms have improved comfort by switching to a different lens/solution combination.

However, Tilia and coauthors note that, even with the improvement, discomfort still increases toward the end of the day. They call for continued efforts by eye care professionals and researchers to eliminate this persistent problem and provide "a maximally comfortable result," for patients who wear contact lenses.

How eBay CEO John Donahoe Keeps Founders From Leaving After Acquisitions

TechCrunch Disrupt NY 2013 - Day 2At TechCrunch Disrupt 2013 NY, eBay’s CEO John Donahoe talked to Bloomberg’s chief content editor Norm Pearlstine about how the company screens its acquisitions and how he keeps founders from leaving after the acquisition. Since becoming eBay’s CEO, Donahoe said, the company has made about 20 acquisitions. Currently, fifteen of the founders that joined eBay and PayPal after their companies were acquired are still at eBay and most of them are in executive positions. After the company acquired Zong in 2011, for example, Zong’s founder David Marcus became PayPal’s vice president for mobile. After essentially getting tested in that position, he became the President of PayPal last year. Similarly, when eBay acquired Hunch (also in 2011), its team of co-founders, including Chris Dixon, Tom Pinckney and Matt Gattis joined the company (with Dixon leaving after about a year). Today, this team is in charge of eBay’s homepage. Donahoe believes that in order to keep founders from leaving, eBay needs to give them the opportunity to grow inside the company. Because of this, he is also most interested in acquiring companies where the management team believes that they can execute their vision inside eBay. “We are always looking for companies that have a strong vision,” Donahoe said. “And then we allow them to innovate at a higher level.” The kind of founders he likes, he said, are “founders come to us and say we founded our company to do x and would like to take it to the next level.” In his view, this strategy has been a key ingredient to eBay’s and PayPal’s success. Acquisitions, in his view, drive innovation inside a large company like eBay and bringing in founders as executives – and giving them monetary incentives to stay as well, of course – is a key part of this strategy. As for the details of these incentives, Donahoe noted that “most of the founders make money in the acquisition In some cases the acquisition price is tied to staying for a two-three year period. But yes – we provide incentives to stay. We provide good compensation, but at the end of the day, we need to create a culture where they can realize their visions.” He does, for example, regularly meet with founders to discuss the state of the company. Rumor: 6.44-inch Xperia Z-like (Togari) and 5-inch ?One Sony? (Honami) coming in H2 2013


A new report indicates that Sony could launch two new flagship devices in the second half of the year, with the devices currently known as the Togari and Honami.

Naturally, this is just a rumor for now, so, as always in such cases, take everything that follows with a grain of salt.The Togari is said to sport a Full HD (1920 x 1080 resolution) 6.44-inch display and offer a design similar to the already launched Xperia Z. The handset (phablet if you will) would come with a very slim profile like the Xperia Z and Xperia Tablet Z products and will feature a back made from glass.

The Togari would be available ?at least? in white, and could ship as early as July in Sony?s home country, or right in time to take on the Galaxy Note 3. Or better said, right in time to beat the Galaxy Note 3 to market by a few months, Samsung?s upcoming high-end player in the big smartphone business ? of course, assuming that this new rumor is accurate. Coincidentally, the Xperia Z was launched well ahead of the Galaxy S4.
The Honami is also an interesting proposition, at least according to this new set of rumors. The device is supposed to be a ?One Sony? model, where ?One Sony? stands for all the best tech Sony would have to offer.
The Honami would pack a 5-inch 1080p display, ?dedicated Walkman audio chip? and a 16- or 20-megapixel CyberShot CMOS sensor with Carl Zeiss optics (Xenon flash and dual LED are also mentioned0. Even more interestingly, the Honami could pack a 2.3GHz quad-core Qualcomm Snapdragon 800 processor, Adreno 330 graphics, 2GB of RAM and 2700 to 3000mAh battery.

This unicorn device could also pack a ?Triluminous display.? What?s that you ask? VR-Zone explains:
TRILUMINOS is Sony?s exclusive new technology that allows for far greater color tones and textures to be displayed on the screen. In simple terms you could think of TRILUMINOS as simply a bigger box of color pencils to draw an image on the screen. A conventional display only has a limited box of color pencils to draw an image, whereas a TRILUMINOS display has a bigger box of color pencils with more shades of Blue, Red and Green color pencils.
As a result a TRILUMINOS display can reproduce more natural colors thanks to the expanded color gamut and display various shades of colors closer to reality than a conventional display. A TRILUMINOS display can output true, natural shades of colours ? like hard-to-reproduce reds, greens and blues. Faces look better, too, with rich, lifelike skin tones.
Like the Togari, the Honami would also be launched as early as July in China, and hit international markets later in August or September.
This collection of rumors comes via China, from a person that said on Baidu he?s a tester for Sony Xperia devices but also from local commerce site ePrice, while VR-Zone provided details on Sony?s supposed inclusion of the Triluminous display technology in future Xperia devices.
In other words, while these reports have certain elements in common, it?s too early to paint a clear picture for what the Togari and Honami, so don?t get too excited about these handsets just yet.

Chrysler revenue slumps on new model launches

DETROIT/MILAN (Reuters) - Carmaker Fiat's first-quarter profit slumped more than expected as its U.S. unit Chrysler's sales suffered from the phase-out of the Jeep Liberty pending a new model launch.

"We knew we would be limping in the quarter. I just didn't think I was going to limp that much," said Sergio Marchionne, chief executive of both Chrysler and its parent Fiat, on a conference call with analysts and reporters.

Marchionne in January warned that Chrysler's first-quarter earnings would be down from a year earlier because of the expense of product launches and the fact that the Jeep Liberty SUV was no longer being produced.

The Liberty's successor, the Jeep Cherokee, was not sold in the first quarter and will not be sold until the third quarter.

But Marchionne said that there were delays in the production launches of the Jeep Grand Cherokee and RAM heavy duty trucks, which he said are among the highest profit-makers.

Fiat, which took control of the third-largest U.S. automaker when Chrysler emerged from a government-sponsored bankruptcy four years ago, stood by its financial forecasts for 2013 despite a worsening European car market and lower revenue in the U.S. for the first quarter.

Fiat sees full-year revenue in the 88 billion euro to 92 billion euro range, trading profit between 4 billion and 4.5 billion euros, and net industrial debt of about 7 billion euros.

Analysts had expected a weak quarter for the combined group, and the results came in below consensus.

Trading profit was 618 million euros, below the 720 million euros forecast by 21 analysts published on Fiat's website. Pre-tax profit came in at 160 million euros, compared to a forecast of 300 million euros by analysts.

At Chrysler, first-quarter net income fell 65 percent to $166 million from $473 million a year earlier. Net revenue slipped 6 percent to $15.4 billion.

Net debt was 7.10 billion euros, in line with forecasts, and higher than the 6.5 billion euros at the end of 2012.

Citi Research analyst Harald Hendrikse said the quarter's results again highlight Fiat's difficult debt issue.

"With debt at current levels, the company cannot compete in this industry longer term against giants like Volkswagen AG spending 16 billion euros on capital expenditures and research and development," said Citi in a note.

NARROWING EUROPEAN LOSSES

Fiat's European losses before interest and tax narrowed to 111 million euros, from a year-ago loss of 170 million euros, despite a 10 percent drop in industry sales in the region. Marchionne said he expects Fiat to narrow its operating losses in Europe further in 2013.

Fiat outperformed a dismal European car market with the launch of the new Fiat 500L small car, the company said.

Fiat, like competitors Ford , General Motors and Peugeot , is losing money in Europe as buyers delay purchases of new cars until the economy improves. Unlike rivals, however, Fiat has decided to invest in retooling its idled factories to ramp up volumes of higher-margin cars for export rather than close plants.

The company aims to break even in Europe by 2015 or 2016.

LOOKING AHEAD

Chrysler said it will increase vehicle shipments in the second quarter by at least 13 percent from the first quarter, to 650,000 vehicles up from 574,000 in the first quarter.

Marchionne said the Jeep Grand Cherokee, now that its launch delays are over, will show strong April sales, and that the biggest boost in Grand Cherokee sales will show in the third quarter.

Marchionne said in the coming quarters Chrysler will better match up production and retail sales performance.

"Close your eyes, plug your nose and move it on from here," said Marchionne to analysts on a conference call.

COMING TO AMERICA?

Looking further out into the future, Marchionne said he hopes to merge Fiat and Chrysler into one group and he hinted strongly that the combined company will be headquartered outside of its native Italy.

Many observers expect the merged company to be headquartered where Chrysler is now, in Auburn Hills near Detroit, and to be listed on the New York Stock Exchange and in Italy.

Marchionne said the merged company would be headquartered in the geographical region that has "the adequacy of capital markets (necessary to) support our operations going forward."

Marchionne said that "Europe is becoming a less and less relevant fact in the scheme of things" as its share of the global auto market diminishes.

Italy has been a particularly weak player in a weakening region for auto sales.

"Italy in 2012 represented 10 percent of the overall sales of this (Fiat) Group," aid Marchionne. "And I think it's a stark reality for someone who has been a Fiat aficionado all his life. This is a different house. It looks at the world in a completely different way."
