Green Climate Fund to hold next meeting in South Korea

The Green Climate Fund, which will help poor countries fight global warming, will hold its next meeting from October 18 to 20 in South Korea, the body said Saturday.

The fund was launched at a UN climate conference in Durban, South Africa, last year to help channel up to $100 billion (80 billion euros) a year in aid to poor, vulnerable countries by 2020 via investments from both public and private sources.

Its 24-member board wrapped up a first meeting in Geneva on Saturday after three days of discussions to lay the foundations of the fund, selecting Songdo in South Korea as the location of its next gathering, a statement said.

The board also decided on its process for selecting the country that will host the fund's headquarters, the interim secretariat said, without detailing the strategy.

Of the six nations competing to host the fund -- Germany, Mexico, Namibia, Poland, South Korea and Switzerland -- one will be formally designated in late November at the United Nations Framework Convention on Climate Change (UNFCCC) conference in Doha, Qatar.

The Swiss press reported that Geneva and Bonn, which currently hosts the interim secretariat, are tipped as favourites.

Researchers probe invisible vacancies in fuel cell materials

ScienceDaily (Aug. 22, 2012) ? Knowing the position of missing oxygen atoms could be the key to cheaper solid oxide fuel cells with longer lifetimes. New microscopy research from the Department of Energy's Oak Ridge National Laboratory is enabling scientists to map these vacancies at an atomic scale.

Although fuel cells hold promise as an efficient energy conversion technology, they have yet to reach mainstream markets because of their high price tag and limited lifespans. Overcoming these barriers requires a fundamental understanding of fuel cells, which produce electricity through a chemical reaction between oxygen and a fuel. As conducting oxygen ions move through the fuel cell, they travel through vacancies where oxygen atoms used to be. The distribution, arrangement and geometry of such oxygen vacancies in fuel cell materials are thought to affect the efficiency of the overall device.

"A big part of making a better fuel cell is to understand what the oxygen vacancies do inside the material: how fast they move, how they order, how they interact with interfaces and defects," said ORNL's Albina Borisevich. "The question is how to study them. It's one thing to see an atom of one type on the background of atoms of a different type. But in this case, you want to see if there are a few atoms missing. Seeing a void is much more difficult."

In research published in Nature Materials, ORNL scientists used scanning transmission electron microscopy to determine the distribution of oxygen vacancies in a fuel cell cathode material below the level of a single unit cell. The team verified its findings with theoretical calculations and neutron experiments at the lab's Spallation Neutron Source.

"Even though the vacancy doesn't generate any signal in the electron micrograph, it's still a big disturbance in the structure," Borisevich said. "You can see that the lattice expands where vacancies are present. So we tracked the lattice expansion around vacancies and compared it with theoretical models, and we were able to develop a calibration for this type of material."

By providing a means to study vacancies at an atomic scale, the ORNL technique will help inform the development of improved fuel cell technologies in a systematic and deliberate fashion, in contrast to trial and error approaches.

Beyond its relevance to applications in fuel cells and information storage and logic devices, ORNL coauthor Sergei Kalinin explains that the team's research is also building a bridge between two scientific communities that traditionally have had little in common.

"From my perspective, it is physics marrying electrochemistry," Kalinin said. "The idea is that vacancies are important for energy, and vacancies are important for physics. The materials that physicists like to study are exactly the same as the materials used for fuel cells, and unless we understand how vacancies behave at interfaces, ferroic domain walls, and in thin films, we will not be able to fully appreciate the physics of these systems."

The team's research is also reinforced by a parallel study published in Physical Review Letters, with Borisevich and Kalinin as coauthors, that explains how to obtain parameters that describe vacancy-ordered systems from electron microscopy data.

Portions of this research were conducted at the Center for Nanophase Materials Sciences and the Spallation Neutron Source, which are both also sponsored at ORNL by DOE's Office of Science.

Justin Bieber is heading for Springfield.?The pop superstar will play himself in an upcoming episode of Fox's animated hit "The Simpsons,"?The Hollywood Reporter has confirmed.

The episode is slated to air next year as part of the show's 24th season, according to EW who first reported the news. The Biebs is poised to attempt to land a spot in a talent show in which Bart is playing piano, only the show's producers aren't too keen to put him in the lineup in "The Fabulous Faker Boy" episode.

Bieber first broke the news on Twitter: "Just did a voice over for the SIMPSONS!!! #swaggy," he wrote, though the tweet has since been removed.

Elusive metal discovered: Nickel oxide turned into an electricity-conducting metal

ScienceDaily (Aug. 22, 2012) ? Carnegie scientists are the first to discover the conditions under which nickel oxide can turn into an electricity-conducting metal. Nickel oxide is one of the first compounds to be studied for its electronic properties, but until now scientists have not been able to induce a metallic state. The compound becomes metallic at enormous pressures of 2.4 million times the atmospheric pressure (240 gigapascals).

The finding is published in Physical Review Letters.

"Physicists have predicted for decades that the nickel oxide would transition from an insulator -- a compound that does not conduct electricity -- to a metal under compression, but their predictions have not previously been confirmed," remarked team leader Viktor Struzhkin of Carnegie's Geophysical Laboratory. "This new discovery has been a goal in physics that ranks as high as achieving metallic hydrogen, but for metal oxides."

The outer shells of atoms contain what are called valence electrons, which play a large role in electrical and chemical behavior. Metals generally have one to three of these valence electrons, while non-metals have between five and seven. Metals are good conductors of electricity because the valence electrons are loosely bound, so the electrons are free to flow through the material.

Nickel oxide is what is called a transition metal oxide, which despite its partially filled outer shell of electrons, remains an insulator. The scientists placed thin crystal samples, no more than one millionth of a meter (micron) thick, into a custom-designed diamond anvil cell. Four thin foil leads were crafted to allow the measurements. The researchers were able to measure declining electronic resistance beginning at 1.3 million atmospheres (130 gigapascals). At 2.4 million atmospheres there was a dramatic, three-order-of-magnitude drop in electronic resistance indicating a change from a semiconducting to a metallic state. The metallic part of the material was located in the region of highest compression.

"This finding is certainly important in providing a better understanding of advanced electronic materials," said Alexander Gavriliuk, first author of the publication and a visiting scientist at Carnegie's Geophysical Laboratory. "But it also gets us closer to the ultimate goal of the condensed matter science -- improving theory so it can predict the properties of new materials and then guiding their preparation for practical use."

Religion And Giving: More Religious States Give More To Charity

BOSTON ? A new study on the generosity of Americans suggests that states with the least religious residents are also the stingiest about giving money to charity.

The study released Monday by the Chronicle of Philanthropy found that residents in states where religious participation is higher than the rest of the nation, particularly in the South, gave the greatest percentage of their discretionary income to charity.

The Northeast, with lower religious participation, was the least generous to charities, with the six New England states filling the last six slots among the 50 states. Churches are among the organizations counted as charities by the study, and some states in the Northeast rank in the top 10 when religious giving is not counted.

The study also found that patterns of charitable giving are colored in political reds and blues.

Of the 10 least generous states, nine voted for Democrat Barack Obama for president in the last election. By contrast, of the 10 most generous states, eight voted for Republican John McCain.

But Peter Panepento, the Chronicle's assistant managing editor, said that political breakdown likely speaks to a state's religious makeup, not its prevailing political views. He noted the lowest-ranked Democrat states were also among the least religious, while the top-ranked Republican states were among the more religious.

"I don't know if I could go out and say it's a complete Republican-Democrat difference as much as it is different religious attitudes and culture in these states," he said.

The study was based on Internal Revenue Service records of people who itemized deductions in 2008, the most recent year statistics were available.

By focusing on the percentage given to charity from discretionary income ? the money left over after necessities are paid for ? the study aimed to remove variables such as the differing costs of living around the country, Panepento said. The data allowed researchers to detail charitable giving down to the ZIP code, he said.

The most generous state was Utah, where residents gave 10.6 percent of their discretionary income to charity. Next were Mississippi, Alabama, Tennessee and South Carolina. The least generous was New Hampshire, at 2.5 percent, followed by Maine, Vermont, Massachusetts and Rhode Island.

In Boston, semi-retired carpenter Stephen Cremins said the traditional New England ideal of self-sufficiency might explain the lower giving, particularly during tight times when people have less to spare.

"Charity begins at home. I'm a big believer of that, you know, you have to take care of yourself before you can help others," Cremins said.

The study found that in the Northeast region, including New England, Pennsylvania, New Jersey and New York, people gave 4.1 percent of their discretionary income to charity. The percentage was 5.2 percent in the Southern states, a region from Texas east to Delaware and Florida, and including most of the so-called Bible Belt.

The Bible mandates a 10 percent annual donation, or tithe, to the church, and the donation is commonly preached as a way to thank God, care for others and show faith in God's provision. But it has a greater emphasis in some faiths.

In Mormon teachings, for instance, Latter Day Saints are required to pay a 10 percent tithe to remain church members in good standing, which helps explain the high giving rate in heavily-Mormon Utah.

"Any LDS member who is faithful does that," said Valerie Mason, 70, of Mesa, Ariz., during an interview in Salt Lake City. "Some struggle with it. Some leave the church because of it. But we believe in the blessing. ... Tithing does bring the blessing of God's promise."

Alan Wolfe, a political science professor at Boston College, said it's wrong to link a state's religious makeup with its generosity. People in less religious states are giving in a different way by being more willing to pay higher taxes so the government can equitably distribute superior benefits, Wolfe said. And the distribution is based purely on need, rather than religious affiliation or other variables, said Wolfe, also head of the college's Boisi Center for Religion and Public Life.

Wolfe said people in less religious states "view the tax money they're paying not as something that's forced upon them, but as a recognition that they belong with everyone else, that they're citizens in the common good. ... I think people here believe that when they pay their taxes, they're being altruistic."

When only secular gifts are counted, New York climbs from No. 18 to No. 2 in giving, and Pennsylvania rises from No. 40 to No. 4.

Among other notable findings of the study:

_ People who earn $200,000 per year give a greater percentage to charity when they live in ZIP codes with fewer people who are as wealthy as they are.

_ People who earn between $50,000 and $75,000 annually give a higher percentage of their income to charity (7.6 percent) than those who make $100,000 or more (4.2 percent).

Q. Is it legal for a cop to give me a reckless driving charge or even a citation for impeding traffic for going to slow on a 50cc moped? For instance, if the speed limit is posted 40 and I?m doing 20 mph still accelerating? Or if it is posted 55 and I?m doing 30 mph? I have been given two citations by two separate cops for these exact situations, and in less than two weeks apart from each other. I feel that they are just harassing mopeds and scooters.

A. Sgt. Mike Donelson of the Wilmington Police Department?s Traffic Unit said that any vehicle, moped or otherwise, traveling significantly below the speed limit, ?is in effect impeding the flow of traffic and the driver may be cited.?

Tom Crosby, a spokesman for AAA Carolinas, has said that driving 10 or 15 mph below the posted speed limit is legal unless otherwise noted. If a motorist?s sluggish speed is disrupting traffic, however, an officer may cite the driver for impeding traffic flow.

A motorist also can be cited for impeding traffic if he or she is traveling at the speed limit but traffic is flowing much faster, Crosby said.

That is a violation more commonly enforced. In 2009, for example, 29 drivers in New Hanover County were cited for impeding traffic by slow speed, according to the N.C. Administrative Office of the Courts, which compiles data on charges and convictions for counties across the state.

But that same year, 2009, no one in Brunswick, New Hanover or Pender counties was charged with driving below the posted minimum speed, according to the AOC.

Another important point pertaining to mopeds is explained in the N.C. Drivers Handbook, said Lucy Crockett, spokeswoman for the Wilmington Police Department.

She said the handbook clearly states that ?legally, a moped?s top speed cannot exceed 30 miles per hour.?

?According to this narrative, the driver who wrote to you may have been attempting to drive above the legal limit for mopeds,? Crockett said.

The handbook also contains some specific rules for mopeds that include keeping to the right in the lane, and staying out of traffic as much as possible.

Both are specifically referenced, Crockett said, and are ?good suggestions for how to avoid impeding traffic.?

Here?s another point to consider:

Both a minimum and maximum speed of travel (speed limit) are often posted on interstates and highways. Strictly speaking, motorists are required to travel between the minimum and maximum speed.

But it?s common knowledge that some law enforcement officers give drivers a little leeway. The rule of thumb is up to 10 mph over the speed limit, but discretion is the key word here.

?It?s a judgment of the officer,? AAA?s Crosby said about writing tickets for impeding traffic.

?As an organization, we always advocate obeying the speed limit. But you have to be aware of those around you,? he said.

? Senkaku, or Diaoyu, Islands. Located in the East China Sea near Taiwan and the southern Japanese island of Okinawa, these remote uninhabited isles have been under Japanese control since 1895. They are seen as important because of their strategic location, and are surrounded by rich fishing grounds and may be near underwater resources such as natural gas. China claims it discovered them in the 14th century. Claimed by Japan, China and Taiwan.

? Dokdo, or Takeshima. Administered by South Korea since the 1950s, these outcroppings in the Sea of Japan, called the East Sea in Korea, are inhabited only by a contingent of South Korean police. Claimed by South Korea and Japan.

? Kuril Islands. Located off the Russian Far East and Japan's northernmost main island, the southern Kurils were occupied by the Soviets in the closing days of World War II, and Japan before that. Four of the Russian-controlled islands, which have small military and civilian populations, are in dispute and have kept Japan and Russia from signing a formal treaty ending their wartime hostilities. They are a base for fishing operations and a rich source of crab. Claimed by Russia and Japan.

? Spratly Islands. A flashpoint in the South China Sea, they are comprised of hundreds of coral reefs, islets and atolls claimed entirely or in part by China, Taiwan, Vietnam, Malaysia, Brunei and the Philippines.

? Paracel Islands. About halfway between China and Vietnam in the South China Sea, they are claimed by China, Vietnam and Taiwan. They are called Xisha in Chinese and Hoang Sa in Vietnamese. China and Vietnam had a conflict over them in the 1970s, and China has controlled them since then.

A desire to improve the survival of people with blood cancers and reduce the side-effects of their anti-cancer treatments has seen Walter and Eliza Hall Institute researcher Dr Kylie Mason today win one of three 2012 L'Oral Australia For Women in Science Fellowships.

The work of Dr Mason, a senior postdoctoral fellow in the institute's Cancer and Haematology division and a clinical haematologist at The Royal Melbourne Hospital, has set the benchmark for evaluating a new class of anti-cancer agents called BH3-mimetics.

In 2006 Dr Mason was part of the Walter and Eliza Hall Institute team which found that the BH3-mimetic ABT-737 ceased being effective in the presence of a protein called Mcl-1. "Mcl-1 is switched on in many tumours so this finding had significant repercussions for the development of BH3-mimetics, which hold promise for treating chemotherapy-resistant tumours," Dr Mason said.

Her subsequent studies showed that ABT-737 remained effective in killing chemotherapy-resistant tumours when combined with standard chemotherapy. They also revealed the first chapters of a much bigger story: that of platelets and their lifespan.

One of the side-effects of treatment with ABT-737 is acute thrombocytopenia (low platelet count). Dr Mason's studies have shown that while ABT-737 is directly toxic to circulating platelets, it does not affect their production in the bone marrow. "This finding provided the first indication that platelets could undergo programmed cell death," Dr Mason said.

In collaboration with Dr Ben Kile and others at the Walter and Eliza Hall Institute, Dr Mason showed that platelets the blood cells responsible for clotting are programmed to die, containing a molecular 'clock' that dictates their lifespan.

"This work has profound implications for the diagnosis and treatment of disorders that affect platelets," she said. "It also has critical implications for improved blood bank storage of platelets. The possibility of manipulating platelets to enhance their life span and increase storage life could revolutionise platelet transfusion therapy."

Dr Mason said she would use some of the $25,000 L'Oral Fellowship to attend the American Society of Hematology Annual Meeting where she will present data on the BH3-mimetic and platelet projects. "Receiving the fellowship is a great honour. As well as facilitating the professional interactions that will be available to me at the haematology meeting, the fellowship will allow me to employ a research assistant and continue the research program while I am fulfilling my clinical commitments."

Dr Mason is the fourth Walter and Eliza Hall Institute scientist to receive a L'Oral Australia For Women in Science Fellowship. Dr Marie-Liesse Asselin-Labat received the fellowship in 2010 for her breast cancer research, Marnie Blewitt (2009) for her research on epigenetics and Dr Erika Cretney (2008) for her studies of the immune system.
